Bt if your relatives apply from canada is it 5 dollars..?

nope 5 dollars are extra charges if you wanna receive your caips through post rather than through email.
however if you apply again for caips then they will give u discount of 10 dollars so you will pay 30 dollars the 2nd time

I want to pay using my debit card

make an account in google and then pay the money from your debit card. there are instructions on the site. just click the payment step and then they will guide you. its easy
