Hello everyone,

CIC sent my family a fairness letter stating "excess demand" on Canadian Health System.

Now I understand this topic has been discussed before but I really need your help determining what points would lead to a successful response (acceptance). How many have successfully received their PR after submitting a letter for CKD Stage 4 ?

If you could share some knowledge it would be very helpful. We are submitting the letter tomorrow.

My father is also in the same situation - CKD Stage 4, but he has not received a fairness letter yet.

How long did CIC take since the initial medical exam to send you the letter?

My father has been sent for follow up tests every 3 months since his initial medical exam in Oct 2016. Was it the same for you?

Fairness letter response needs to address not just the immediate condition, but also the projection over next 10 years after becoming a PR in Canada since this is the duration IRCC can look in assessing excessive demand. A stable condition today, may be expected to worsen and cause excessive demand over that 10 year window.

Reports and consultations from doctors backing up your response is essential.

To answer nush781's question, it took him 6 months after CIC reviewed their application. We did not get any letter for follow up tests, I believe in your case there is some hope.

Submitting our application today, they basically stated the cost would be greater than $85K health and social combined. For social costs we are stating he would be living with us hence no special care or psychological cost incurred. For health, basically doctors letter and providing an action plan for the next 10 years.

Did CIC provide you with the $85K cost estimate? Any reasons given why there are social costs involved? My father was sent a medical furtherance letter to obtain an opinion from a kidney specialist (twice already). I am guessing you did not receive such a request?

Did CIC provide you with the $85K cost estimate? Any reasons given why there are social costs involved? My father was sent a medical furtherance letter to obtain an opinion from a kidney specialist (twice already). I am guessing you did not receive such a request?
With ircc they do not want anyone to tie up the health care system

CIC is effectively telling you that they are getting ready to refuse your application. That's what this letter means. Before they refused your application, they are giving you an opportunity to prove that your parent does not fall under excessive demand, meaning that the cost of their health care annually will be less than $6,500. So this is what you need to prove (i.e. that they will cost the health care system less than this amount per year). Saying you will cover these costs doesn't address the issue since everyone who is a PR qualifies for health care coverage.

What you want to do is submit evidence to show how much their current care will cost in Canada. You want to include letters from their current doctor confirming what treatment they are receiving at this time. You also want to look ahead 5-10 years and anticipate what their health condition will be then and the costs to the Canadian health care system. Once again, you'll want to support this with letters from health care professionals and also evidence of how much the treatments they will need will cost in Canada.

I'll be honest - I think you have your work cut out for you and this is going to be an uphill battle. Once someone is at stage 4, it's likely they will either need dialysis or a transplant. Both of these treatment options will exceed the excessive demand cap.

My father also has CKD Stage 4 but unlike Mountain123's case my father has been sent for follow up tests with a nephrologist every 3 months since Oct 2016. So far his condition is stable and the specialist has provided a positive/stable outlook for the next 5 years.
My parents both have a 10 year multiple entry visitor's visa on hand. If my father is refused PR due to health grounds does that automatically mean he is no longer able to travel to Canada as a visitor? My parents would rather have the option to travel than never be able to visit Canada. So should i recall their PR application before it is refused? Appreciate any insight. Thanks!

Can you help providing the outcome of the application, we aspire to help people with same issues here in India, your response would be helpful and hopeful as well. If you are sponsoring your spouse under spousal sponsorship, they are exempt from excessive demand.

I have applied for federal skilled workers programme for immigration. I am the principal applicant. My spouse has M5 in our GCM note. We are yet to hear from cic.we are not in Canada yet.I feel we might get PFL. How can I go about it.Since I am the principal applicant is my spouse free from excessive demand in Medical?
