So how do you guys decide if you'd need a layer or a RCIC consultant?
My permit was rejected the first time due to "purpose of visit" so I don't know for my second try who should I hire.

Save your money from hiring Consultant or Lawyer. Order GCM notes , seek advice from this platform , look for relevant documents /explanation to address the “purpose of visit “ rejection.
