Chinese Outland Application - Can we indicate which Application Location?

I was going to send inland as my wife is here with me in Canada, however after further research outland application is more suitable for us as she might travel back to China.

My question is, can I indicate which office the application to be sent to? Based on her location (Hukou) is in AnHui, I believe she is to be sent to Beijing. I do see Hong Kong application processing time is slightly faster. Can I choose Hong Kong? I can arrange to have her to go there for interview if required.

Also I paid my Inland Application fee, however I did not send it out, seeing the fee is same $550 can I just use receipt for both?

People from the following provinces can be processed in Hongkong:

Guangdong, Fujian and Hainan Provinces, and Guangxi Zhuang Autonomous Region for family sponsorship applications ONLY;

So yours will be sent to Beijing.

Sponsorship application $75
Principal applicant fee $475
Right of Permanent Residence Fee $490

Total $1040

You can choose to pay only the first 2 upfront and wait for CIC to request the RPRF. However, not paying the RPRF upfront can delay your app when CIC needs to request it and wait for the payment, so it's advised to pay the full amount upfront.

Do you know anything about Birth Certificate requirement? My wife was born in a smaller town in Anhui in 1987, and she said never had a birth certificate.

Father in Law doesn't seem to recall it either. Do you know if the Beijing office will ask for it? I have Hokou, police records and her passport.

Father in law has no clue in his small town where they will issue a birth certificate.

No worries.
Yes it is required.
You can ask your father in law go to police station in the town where she was born or where she lived to get a birth certificate. He has to go there with Hukou, your wife's ID and your father-in-law's ID.

Then you have to get it notarized and also ask English version.

Yes, you can use the same receipt. I would also advise that you pay the RPRF prior to submitting the app to avoid any delays.
