My understanding is that for children under 14, they dont need to show up in the oath.. (they can go school) and one parent just need to have their PR card ready.. also, they dont need to sign off the oath form (even parents dont need to sign off for them).
So what we need to do for kids:
1) children's PR cards ready... one parent will cut them into 4 pieces.
2) Wait for the e-certificate..
3) Kids can go school that day
