Hey Thank you in advance!

SO MY pr card is expired but I got in Canada and currenly living here, (i donnt have the residency requirment.. yet but i will in 2 years)
my question is can i sponsor my child to come live with me ???
because i know that PR card is only for travel document and you cant really lose your PR status unless they ask you to renounce it.

I have my SIN number and the old health card so no expiry date, so what do i ???

The first (probably most important) question is: did you list your dependants on your PR application?

Unfortunately you cannot sponsor your child until you meet the residency requirement.

You'll have to wait until you've lived in Canada long enough to meet RO before you file the paperwork. Make sure you don't file early as this will most likely result in your own PR status being revoked.

I did not list them as dependents bcz I left canada before even having them, I have lived in Canada as a PR for 27 years and then left for 10 years

If you had them after being granted your PR, then as scylla stated you need to meet the RO first.

You left for 10 years!
Were those 10 consecutive years? If so, you have clearly lost your PR status.
Why did you not apply for citizenship before leaving for 10 years?

OP has not lost PR status. To lose PR status, either the government must formally revoke the status or a person must voluntarily renounce it.

Yes - you can remain in Canada for two years and then renew your PR status.

No - you cannot sponsor your child now. Your child cannot be sponsored until two years have passed and you meet the residency requirement. If you sponsor your child before then, the sponsorship application will be refused and you will lose your own PR status for failing to meet the residency requirement. You have no choice, you have to wait.

As scylla has now told you twice, no, you cannot sponsor your child until you once again meet the Residency Obligation.
