I am at cross roads right now and need your suggestion.

My wife is pregnant and her delivery is expected in Late January 2021.

I received my PPR on 23 Sep 2020 (11 Months after AOR) and I have also submitted my passport for Visa Stamping. An applicant must travel within 6 months of visa issuance if I am not mistaken. The COVID-19 second wave may also happen and the jobs will again be short all around the world.

SCENARIO 1: I have two scenarios right now. Resign from my current Job in Pakistan, go to Canada and get my baby delivered in late January 2021 to avoid any administrative processing. However, until I get my HEALTH CARD, I might be required to buy Health Insurance because good health care is essential for the baby and mother. Can you suggest me what are my healthcare options for my wife in scenario 1 ? What should I do and what will be the insurance cost? Until I get job in Canada, the health expenses will be paid out of my own pocket. Does Canadian Govt help new immigrants if they haven't received health cards but delivery is impending ?

SCENARIO 2: My employer provides me full medical for family here in Pakistan. Should I get the Baby delivered in Pakistan and request the Canadian Authorities to add my newborn child in my application and issue a visa for him. Does Canadian Immigration allow that ? If yes, I have sufficient POF but how long will it take in this scenario after I submit my newborn's passport ?

My Primary concern is my wife's and coming child's health and well being. I will be thankful if you guys give me a sane advice.

1) if you go to ontario, it will take 3 months for you to be eligible for healthcare. There are options for private insurance that you can buy for that time. Not sure if its a great time to travel though given that your wife will soon be in her last trimester of pregnancy. Usually the insurance cost is not too high. Maybe 200 CAD a month if there are no pre-existing conditions (i can't remember exact amount) but you can get quotes from different places. It might be higher for pre-existing conditions.

2). Yes, you can ask IRCC to add a newborn to your application after the birth of your child by raising a webform. Not sure how long it takes but usually it gets done in a couple of months (or quicker) but these are covid times so it is hard to estimate.

OHIP for a baby born in Canada as a citizen would start immediately from birth anyway.

This is Ontario , as you have not stated where you plan to head for May be different in another province

Having said above COVID of course complicates everything both moving , job and health wise so not a decision I would want to make.

It's a tough decision. A lot will depend on your financial situation too. If you're going to leave your job and come with the family then do know that jobs are a little hard to come by right now . You might have to dip into your savings for a while.

There are some options that you can explore, none of them being easy. What month of pregnancy is your wife in? Here is probably what I would have done.

I would have come to Canada for 3 weeks (including a 2 week quarantine) with my wife and apply for PR card to be delivered to a friend or relative's address. I would then go back to my job and take the wife with me. Once the PR formalities are done you will have another 3 years to come back and settle down in Canada. However it won't be easy on your wife of course, but this soft landing option allows a settlement period that is spread over a number of years and hopefully when you decide to make your final move here things will have moved back to normal.

Is this plan a possibility for you?

How many weeks is your wife? I think there are some travel restrictions after a certain time in the pregnancy, especially during covid as she is higher risk for complications and should technically be shielding. If you do decide to go you'll need to get registered with an obstetrician immediately in preparation for delivery. I'm not sure if insurance providers will cover for delivery if she is already pregnant and the associated costs should she require something like a c-section. Personally i'd stick it out where you are, request a COPR extension and add the newborn.
