hi, i had entered Canada on 31st Aug 2010 as an international student. I got my PR on 5th May 2013. My husband landed on PR in Canada on 5th Dec 2014. Our twins are born on 5th Sept 2019 outside of Canada.
1. Are they eligible for child benefits or they have to wait till they get PR too?
2. When we apply for child benefits, do i need to fill ctb9-19e:income for non-resident spouse for Canada child benefit for the year 2011?
3. Am i considered resident of Canada for tax purposes from 2010 or 2011?

1. Are your children in Canada? Will they remain in Canada?
2. If you only had twins in 2019 how would you qualify for CCB in 2011 (CCB didn’t exist then FYI)
3. If you were working and studying for the majority of the year in 2011, 2012, 2013, 2014 you were a tax resident and should have filed your taxes then. Unsure from the other years since I don’t know if you were living in Canada and what kind of ties you have.

2. That rc66sch form states that write the year u became resident for tax purposes. and if your spouse was not resident that year fill ctb9.
3. I have been studying Sept 2010-May 2011.
Working and paying taxes regularly. Every single year we have filed taxes thru H &R block.
Ties: We own condominium, car in Canada.
We both have jobs in Canada. I am on parental leaves, my husband is working in Toronto at the moment.

I am not sure why you are so focused on 2011. If you have both been resident for tax purposes for the past 2 tax years no other information is needed. The questions you are answering are intended for people who have been outside Canada at least for the past couple of years. CRA can see your income for the past few years and calculate the amount of CCB you are entitled to. We have recently seen a child born abroad to PR parents get refused. Would start the sponsorship process and if refused hopefully sponsorship information will help.
