for the previous income outside canada should we declare the basic salary or the full salary (basic salary+housing allowance+transportation allowance ...).

Hi, not sure where to post this question.
My child and I are PRs, but my husband is here on visitor visa, we applied for spousal sponsorship last year. We applied for CCB in September, they said that my son is eligible, but they need my husband's SIN. We were writing to them back and forth, telling them that he can't get it, there is no point in applying to Service Canada as he will not get it. So finally they sent a letter giving him TIN, temporary taxation number, and said nothing about our application. Did anyone have similar experience? What can we expect?
