Child Benefit Question

We came to Canada in November 2016 to help my husband's parents. My husband and our 2 kids under 18 are Canadian Citizens, I am US. We have been living in US for past 10 years and did not have income in Canada for 2016 and only filed US tax return. My husband started work in Canada in March 2017 and in May we submitted my PR application with my husband as sponsor.
I am trying to fill out Child Benefits App and Statement of Income but am not clear about when he became resident. If he did not file tax return for 2016 for Canada, it it 2017? If it is 2017, do I still apply now or have to wait til next year? Any advice appreciated!

Call Canada Revenue service and they will have a record of his tax return if he made one and if not he needs to file and then get a return print out sent to him I suggest he tells them that he requires it for sponsorship application. Income amount does not have a bari g on sponsorship however they will expect an explanation of how he will support his family.
