Hello, I'm currently working oversea in a country that have tax Treaty with Canada. I had my first child on sept 2015 and wondering how may one apply for child tax benefits while oversea.The thing is that I haven't filed my Canada taxes last 2 years while oversea as I been told I can file them all at once I'm back to Canada.

you are not eligible for child tax benefits if you don't live in Canada.

things a bit confusing, I read that we can still get child tax benefit outside of Canada as is possible i can be deemed as "factual resident of Canada" while working oversea paying taxes and receiving benefits same as I had never left Canada from a tax/benefit perspective.

Also for the Universal child care benefit:
it said "you will continue to receive it during your absence from Canada", does this apply to me? and Is UCCB same as CTB?

Those clauses only apply if: (i) you are only abroad temporarily (and still maintain ties to Canada); and (ii) you are paying Canadian tax on your foreign income. Given that you haven't filed any tax returns in Canada while outside, and it doesn't seem like your posting is temporary (given that its already been two years), then you would not be eligible for either the CCTB or the UCCB.
