Chemical Engineer NOC 2134-Returned Application due to Capping from CIC.

Hi Seniors,

I got my returned application today from CIC with the stated reason:

You have indicated that you have experience in NOC 2134, and have
indicated this occupation as the primary occupation in your application.
Your application was received after the maximum of 300 complete federal
skilled worker applications per NOC 2134 was reached.

Since you did not provide evidence that you have an arranged employment
offer, or evidence that you are a candidate under Ph.D stream, you do not
meet the requirements of Ministerial instructions and your application is not
eligible for processing.

Please I need an interpretation to the above stated CIC summary for not
processing my application.

Was the application turned down because of Capping?

On the envelope used to submit my application to CIC,written on it is OVERCAPPED MR.

Based on my self evaluation I scored 73 points.

cap has been reached, meaning they already accepted 300 applications that's why yours was not processed
