My friend I seriously doubt if you will receive guidance from anyone in this forum since it is clearly evident from your post that your ultimate aim is using the study permit route to immigrate to Canada by abusing the privileges.

1. The one that will take your money and run away.
2. The one that does not have any value.
3. You can get acceptance letter but that's only valid if you pay the deposit.

This isn't a flavour of ice cream. Either you aren't serious in studies or you just want to enter Canada by whatever means. In that case you don't need to waste money on a study permit.

3.I dont know about universities but most colleges will give you a letter of acceptance but you have until x amount of time to accept that offer and pay deposit to keep your seat.

i 100% want to study a course called Information security Analyst because i already have a degree in I.T. this course is very expensive for me at the moment. however when i get a small course and entry, i can as well work, save and later enroll for my course (Information Security Analyst) shortly after.

There are no really cheap options for an International student. Most courses are 18k and above, then you have to prove that you have 10k a year to live on (even if you plan to get a part time job. Note you cannot work full-time). So if you want a cheap option, this is not the one for you. You could obviously try colleges that let anyone in, any certificate you get will be not be worth the paper it is printed on and you would not qualify for a PGWP at the end of it.

My friend I totally emphathise with your situation but it is impossible to save the kind of money you are talking about without contravening the SP conditions. Your desperation may land you into more problems rather than offering any solution.

I don't know about particular programs but university of Saskatchewan, university of Alberta are affordable if you are going for masters, but they are also competitive so keep that in mind and apply accordingly.

I think you should rephrase your question into what is considered cheap for you. Like as someone who is coming from the us, 30,000cad is already cheaper for me than nearly 40,000usd for the same program. There is a guy on the forum who made the ranks of schools so I would suggest to look there and compare prices. Keep also in mind that schools have scholarships and that can also help to pay for tuition. And as mentioned above, cheap and good programs are competitive to get into, getting a scholarship is also hard as well.
To answer the last question, there is probably no such program and if there is, your tuition deposit deadline is a month at best. If you won’t pay the amount by that time, your spot disappears and obviously, that is a straight refusal
