are you currently in canada?? i thing she would easily get scholorship.
I am waiting for visa after medical. and i m going to university of victoria

You can try MUN, U of S or U of Concordia. If the GPA is 3.9 out of 4 I think you will be able to get some scholarship. In Canada Scholarship for Business related degree is not much available.

Are you saying that scholarship decreases the chance of visa. If you are saying so then its possible if you show no less money in your bank account. Those who get scholarship intend to show less money usually. So if you have a good amount then don't worry.

I am saying about Permenent resident that students who wish to become permenent resident should be the one who pay their fees by theirself and not on scholarship!!

I think it would not create a problem as PR will depend on Job confirmation and completion of minimum one year. You probably will not get full scholarship for business related programs specially MBA. But if you have heard this from a verified source then nothing to say. From our country many people try for scholarship or admission with TA or RA and they succeed getting PR.

It depends what's your definition of cheap. I have a finance background myself and I have done extensive research for these programs in Canada. There's no cheap MSc Finance program in Canada especially compared to other Masters in the country. However, there are some research focused programs, mostly MSc Management, but you can specialize in Finance. These programs are reasonably cheap.

That is for those students who get government scholarships or institutional scholarship either local or Canadian. Its not for university scholarships.
