I applied in May and received my AOR in June 2005. Talking with some folks on Trackitt.com who applied in 2004, they said they hadn't received their IA yet. One of them said that CHC had told he would receive his IA in 6 weeks which comes to an end in 3 days. One thing we agreed upon was that CHC Singapore didn't send out IA most of 2007. With CIC having a new office in Bangladesh in Q1 2009, we hope a big part of the load will transfer there that expedites the process in CHC Singapore somehow.
