I wish It's like reporting chicken sales that make sense some, but nonetheless It's not.
Years ago Government of Canada began a pilot project called Open Data. Now it's implemented permanently and rationale behind such project was to collect information from all government agencies/ministries where they provide direct services (e.g Foreign Affair, CIC and etc...). They spend millions of dollar to collect such information that can be utilize for developing guidelines,policies and regulations for government agencies.
Long story short, you can findout about CHC-I application process time,%refusal and % visa issued for past three years. There is, CIC and Foreign Affair do report to Government of Canada. Now you know how they come up with 26 months processing time in average
BTW I am sure once you visit Open Data website, you will understand. it's much more easier to understand than chicken sales report
