Obtaining a Certificat de sélection du Québec
Only Citizenship and Immigration Canada (CIC) can decide whether, for humanitarian reasons, to process your application for permanent residence from within Canada. If your application is accepted by the CIC, you will be called to a selection interview by the Gouvernement du Québec.
Along with this notice, you will receive an application form for a Certificat de sélection du Québec (CSQ – Québec Selection Certificate) and instructions on how to complete it. This form must be completed by you and by each member of your family aged 18 and over.
During the interview, the urgency of your situation as well as your ability to integrate into Québec society will be assessed.
There is no fee to process a CSQ application filed on humanitarian grounds.
If you are accepted, you will receive a CSQ that gives you access to certain government services. In some cases, a CSQ will be issued to you on the condition that you are sponsored by a close relative or an organization.
