I have noticed that applicants applied at CHC new delhi are getting visas within 10 days on the other hand , @ CHC chandigarh they are keep refusing all applications Except some lucky of them .

What you think about it ???? Agree.

I don't think so...I applied at CHC Delhi on 16th july in University category, and my case is still under processing whereas there are many people on this forum itself who applied at CHC chandigarh AFTER me and they already have received their passports back with stamped visa.

By the way, I am so worried that what if my application is not processed in time?! It has already been almost 4 weeks I am starting to panic now that I will receive neither visa nor rejection on time! I would much rather prefer a rejection than not gettin passport back on time!

I am not trying to discourage you, I am just showing a real fact That i personally think exist in CHC CHD.
Hope for the best with FTS rule of canada for jan 2013 in SPP.

if you think lots of time passed, more then enough and they are not even replying then visit personally in CHC chd embassy in sector 17 Chandigarh.
