Chartered Accountancy final exam pending

Hi,
I am a Chartered Accountant final exam student (yet to complete my Chartered Accountancy degree), it will take me another 1 year to complete the same and later get my marksheet. I am a BCOM graduate. Done with IELTS.
1. What is the equivalency score of a Chartered Accountant in Canada?
2. For WES Application, when should I start the process, right now with my current qualification or should I wait till I complete my CA final exam or else I can start with the application now with current qualification and later add on the rest future acquired study details.
