Changing visitor visa to open work permit

Doesn't matter if he is a student or a worker. She can't apply for any type of permit through him because he is a Permanent Resident. There is no option for spouses of PRs to receive any type of work or study visa through their spouse's status; the only option is spousal sponsorship.
