Changing University To A Quebec University before Getting the Study Permit

Hey fellows,

I had admission from Manitoba University and applied for the study permit based on that a month ago ( still in progress)
But now I have been admitted to McGill , and I want to go to there. Do I have to update the embassy about this, especially because I'm going to Quebec? Can I get my CAQ, but not tell the embassy about this change of university?

I know there have been many threads about this issue, but none that I found was about moving to a Quebec-based university.

To study in Quebec, you first need to get a CAQ from the province of Quebec. Then you can apply for a study permit. Your CAQ must be obtained by the concerned CHC office directly from the province of Quebec. And in your case, without a CAQ you might face some problem at the Port of Entry or may be from your school side as well, so it's better if you notify CHC and apply for CAQ before you get your study permit.

Thanks for the reply.

The thing is I have already applied for study permit, since I thought I would be going to Manitoba. I know I have to get the CAQ, but should I inform the embassy about my change of plans, since that could possibly make the process much longer? Or can I just get the study permit, and along with the CAQ, present them at the entry?

Yes, unfortunately it’s going to make your process much longer. You have two options;


1. Get your study permit on the basis of University of Manitoba. Enter Canada, and simply change your school. With a valid study permit, you are legally authorized to do so.


I quote CIC website;


I am already in Canada and have a valid study permit. I would like to change my school or program of studies. What do I need to do to modify my study permit?

If you are changing schools and/or your program of study but remain at the same level (e.g., secondary level), you do not need to modify your study permit. However, if for example you are a student at the primary school level and you are moving on to secondary school, or if you are a secondary school student and you are moving on to post-secondary studies, or if you are moving from post-secondary studies to secondary studies, you need to submit an application to modify your study permit at the Citizenship and Immigration Canada Case Processing Centre in Vegreville, Alberta.”

2. Just follow the normal CAQ process. And possibly you might have to defer your admission upto the next possible intake.

I can't defer, because I have received an opportunity I have been waiting for for a long while. You know, I will still be left with 5-6 weeks after receiving my CAQ. Do you think the visa process could be wrapped up within this time?

I can understand the importance of McGill University. It's a world class school.

With all possible estimates, it’s better to keep full 30 working days for CAQ alone. If you are from India you can expect rest of the visa processing much faster for January intake. I am sorry, I am not sure about other countries. The concerned CHC is NOT under any obligation to issue visa with in a defined time frame. Chances do exist for deferral. The same thing happened with me (got visa after 139 days!)

I think it’s not a bad idea to think about that ‘1st option’.

My CAQ is on decision state on the online application form (applied on 11-dec 2011 ).
they also put comment like ur caq is issued and sending along with your decision letter ( more than 30 working days) .

Is is possible to contact the minstre for clarrification or need to wait for more time .

Plz provide any information .
