Your representative is correct. You can't inform your VO for something that hasn't happened yet. Even if you get your visa one day before the wedding for them it's like it didn't happen.
The way I see it you have 2 options.
First is to have a civil wedding NOW before you get a "decision made" (e.g. this week) prepare all the documents that you will need for your husband, inform your VO asap and then wait for them to request them. You will need to give them updated forms, PCC for him, his degrees -if any- with transcripts, he would have to go under medical etc. That will hold both of you back for a few months but then you will be able to leave for Canada together.
The other is to proceed as you are, hoping that you won't be "decision made" in the next 2 months, but it's very risky. If the decision is made before the wedding then you will need to bring him to Canada only through sponsorship and that process takes much much longer. Meaning you will spend lots of time apart. You can always get your visa stamped, land to Canada, take your PR and go back home for some time, not to be apart. But no for more than 2 years in a 5years time, if you want a Canadian passport (which I assume you want) and if you want to sponsorship him of course you need to be working in Canada at a steady job. And this option will cost also a lot, in tickets, a place to stay in Canada alone, finding a good job sooner than waiting more years, starting establishing a new life etc.
