Post-secondary student

You may change your school, program and/or field of study without applying for a new study permit. You do not need to apply for a change to the condition of your study permit, either. You may continue to use your study permit as long as it is valid.
If you are changing your level of study (e.g., bachelor’s to master’s), you do not need to apply for a change to the condition of your study permit, either.

What if i change my program from 3 yr diploma to 2 yr?

Exactly!
Once you are there in Canada and your intentions are 'study' then go ahead. You are allowed to change institutes/program/etc. but make sure you are just studying.

If you have 3-year study permit and you change your program to 2-year study now you won't allow to work on your remaining 1-year study permit but rather you would need to apply for PGWP even having 1-year valid study permit and after you will get your PGWP, your remaining 1-year study permit will not work anymore.
