The embassy have allowed us to change principal applicant from my husband to myself, without having to start the whole application process from the beginning, without losing our fees and thankfully without losing our place in the queue.

We were required to send a simplified form in my name as well as submitting background/declaration forms for the both of us. Does anyone have an idea why we were asked to send the background/declaration forms so early on in the application process, and do you think the embassy having them so early on, will help speed up the process.

The last point, i'm sure is wishful thinking but I just wanted to know what anyone with any info might think...

I applied before the simplified application was in use, so I would not know. However, I am of the opinion that Visa Offices around the world work differently and there is no set pattern or sequence when they ask for information or documents. Like you I would like to think the request for background/declaration forms so early on in the application process - is a "move on" and certainly a few steps closer to getting you Visa.
All the Best,

Mike
