Changing PR destination province from NFLD to QUEBEC

Hi All,

Me and my husband applied for my PR and OWP (inland) this April. We currently reside in Newfoundland but are considering relocating to Quebec closer to my husbands family and due to better work opportunities (my husband possibly getting a transfer to Montreal area, Quebec). The covid19 situation has also made it clear for us that we want to be close to family, not on island in lockdown ;) The move probably would happen before my application is fully processed. Anyway I was just wondering if someone else has changed their destination province to Quebec and how did you manage the situation? What kind of extra paperwork you had for IRCC and how much this delayed the processing of your application? Is it even possible to change province to Quebec in the middle of PR application being processed?

Hi, it is better to wait until you have your AOR from IRCC. Then you can send in a web form to change destination province. IRCC will send you an email of instruction. Usually,
1. the sponsor will have to submit an undertaking application to MIFI (Quebec immigration bureau)
2. after MIFI approves the undertaking application, MIFI will send the PA a CSQ and send your application back to the federal level.

CSQ is like a semi-PR in Quebec.

The rest of it is the same as other provinces.

BTW, welcome to Montreal. I lived in St. John's for five years and moved to Montreal for better job market as well.
