Changing from private collage to public collage

Hello guys, My studies will start this September in York collage of applied studies it is private collage but I decided to take on year of post-graduate diploma in Web development in this collage, The question that I’m thinking to my self and I want to ask you, I will be able to apply in public collage after my graduation of one year diploma

Do you realize York college does not qualify for PGWP. Paying international fees for a college that doesn’t qualify for PGWP and doesn’t provide a great education seems like a waster of time and money
