ohk, The best thing is to apply for new study permit based on NEW LOA. I don't recommend to travel to Canada with old LOA. As you already sent detail about changing your DLI. The boarder officer might check these details and refuse your entry. They might ban you from RE- Entry Canada for certain years. You are PHD student and have great knowledge and sense of humor.

can I retreat my decision and change back to Victoria Since I don't have the time to re-apply for the visa?

I think this is the best option unless Dalhousie is a top notch univ compared to Victoria univ. Why wait for the new SP when we have so much of drama happening around it. Think about it, is it really worth changing DLI and then reapply! Ask few more veterans in this forum.

Ok, Then It does not seems official reply from IRCC, The problem is, Now, We don't know which LOA is activate with your study permit. I have never seen anyone in this situation. My decision still remain same that apply for new study permit otherwise you can face problems. Apart from it, you can discuses your situation from different IRCC layer. Or, If you have any friends within Canada, Tell them to call IRCC and ask them about this situation.

NOW, Decision is in your hands

Then, this might be for college students. Not sure, I still suggest to talk with IRCC certify Layer and then take your decision.

Sorry to say, Am not in Canada yet, My application is under process. try to email IRCC about it if you have sufficient time.
 
If you plan to change your DLI prior to starting your studies, you need to reapply for another study permit. LOADS of discussions around this if you search the forum. I was also in the same situation and my local IRCC office emailed telling all I had to do was transfer my DLI on my account, but because I know the rules had changed I contacted IRCC directly and also sent my local IRCC the new link form their website, only then did they apologise for confusing me and said I actually needed to get a new SP. Luckily, I had enough time to re-apply before my intake.

Since you have transferred on your account, you might have compromised your SP. There was someone here who did the same thing and few weeks letter got an email from IRCC saying their SP has been cancelled because they transferred outside Canada and they should not attempt to travel until further contact from IRCC. Last we heard from that person, 90 something days has passed with no further contact from IRCC.

If I were you, I would change my DLI back on my account, to be able to travel to Canada at least.

Hi, I changed my DLI back to the original one after two days from when I changed to the new DLI. It has been 5 weeks but I have not got any email regarding the cancellation of a study permit. My flight date is approaching soon, should I go without worrying?

You don't have your study permit yet so how would you know if it's still valid or cancelled?
You can travel, as long as your Counterfoil on your account is still showing valid. Fingers crossed you do not encounter any problems at the border on landing. Present the officer with the LOA of the original DLI against which your SP was approved.
