Changing college after receiving study permit

Yes. After landing is easier as then you have to update through 'Transfer DLI' in your MyCIC account only.
Before this you need to have LOA from new college in place and then withdraw from your existing program.

rules r changed from september 2016. you cannot change the college on which the permit is issued. in case you wana change the college then you need to do 1 semester and then change the college.

Can you please substantiate this with a link. Unfortunately I can't find anywhere on CIC website about this rule. Maybe you have some insider information.

Yildiz : If you have some condition on your study permit please take that in note. I and some of my friends held a post secondary permit with Any designated post secondary DLI. Some of us changed without doing any semester and after consultation with immigration consultant only. My purpose here is to help people and not to scare them with an unsubstantiated made up thing.

The only thing that you need to be aware of is : your study permit is unconditional. Most of post secondary study permits are unconditional
but some do have 'bound' to college/Uni or program of study. Please keep that in mind.

What do you mean by unconditional...it means I'm free to change my program after landing

Unconditional means there are no boundations as to particular college/Uni or program.

If you have landed have a look at the permit issued to you at POE. In the row : Institution Name
and Field of Study see if it says DLI and Any DLI then it's unconditional.

And Yes unconditional means free to change to another DLI and program if needed. But it has to be
a DLI only.
