According to some news articles today, Canada's 2017 budget includes provisions for amending/changing the Express Entry system:

"The Liberals will also amend legislation to ensure the Express Entry system for permanent residents identifies candidates 'most likely to succeed in Canada.'"
(from Ottawa Citizen article titled “Budget 2017: Key measures aimed at energizing high-tech clusters, like those in Ottawa-Gatineau”)

"...the government will also make an amendment to the Immigration and Refugee Protection Act to create an express entry system responsive to labour market needs."
(from betakit article titled “#Budget2017 calls for $950 million towards ‘superclusters’, national AI strategy”)

“an amendment to the Immigration and Refugee Protection Act to ensure the express entry system is responsive to labour market needs.”
(from CBC article titled “BUDGET 2017: Government offers incentives for innovation”)

Not sure what exactly these amendments would entail, but some changes to the Express Entry system might be on the way. Identifying candidates "most likely to succeed in Canada" sounds like it could relate to the way CRS scores are calculated and/or draws are conducted. Making EE "responsive to labour market needs" sounds like it might have something to do with job offers, NOC's, or LMIA's. These news articles also emphasize Canada's need for more workers in the technology sector, so perhaps the changes will aid the immigration of those who work in high-tech.

It indicates it may become NOC specific or there be a certain number of ITAs each draw allocated to in demand NOCs.

Realistically though this doesn't indicate anything specific or any immediate changes. It suggests that maybe those people who have family in Canada won't get an extra boost in points but people will get more points for having more skills?

This could mean they will follow suit the Australian's immigration system, only a certain NOC and university degrees could apply for PR.

BC province is investing a lot on attracting more high skilled IT worker to transition their industry from mining resources to become something like Silicon valley.
 
I hope these changes are not implemented immediately.

Before express entry the canadian immigration system was NOC based with a Cap limit of people applying so whats the point in getting back to it then. I think may be they will allot bonus points for In demand NOCs like techs.
