Rather than the January rush to submit applications by courier or mail, those wanting to bring their parents or grandparents to Canada will now have 30 days to fill out an online form to indicate their interest. IRCC will then randomly choose 10,000 individuals from those who filled out the form, and those people will be invited to send in their complete application package.

Good for applicants. It gives opportunity to submit application within defined timelimit which is sometimes not achievable for people sending applications from other provinces or end of sending it via snail mail.
Bad for courier companies. Their business is done now! These guys made 100K+ in 1 single day of deliveries. Not sure what were they planning to charge in 2017.

Not really, it makes it a fair approach to parental sponsorship.

I've never rwally looked at parental sponsorship as my parents live in the UK and seem quite happy with their lives, I'm assuming that parents/grandparents don't ahve access to OAS? Obviously they don't get CPP as you have to contribute to get it, but would OAS be consider public funds and should be covered by the sponsor, right?

I am not sure. Depending on how the randomness is controlled and whether they will first remove the unqualified application first or not, it is very hard to evaluate. I have mixed feelings: I had no idea about the local courier last year, so I failed; however, when I finally figure out a way to get into the system, they change rules! However, for things like this, I do not really want to be dependent on luck. Anyone know last year how much applications were there?
