Changes in TRV policies in 2018

The last time I applied for Canadian visa was in 2017, which eventually was rejected based on baseless reasons, despite of having extensive travel history of visiting USA, UK, Schengen, Japan, Middleeast, enough travel funds, job and enrollment at post graduate school, family.

Anyways, I was going through Canadian TRV recently and noticed some changes. The first one is as follows

- Proof of funds
CAN+ If you have travelled to Canada in the last ten (10) years or currently hold a valid United States nonimmigrant visa and can provide proof (entry stamps in passport, proof of the valid visa), no proof of financial support is needed.

Can anyone elaborate more on this new policy of Canadian visa. Does it also adds to more chances of getting Canadian visa if you have a valid USA Visa.
Also in this case despite of no financial support proof requirement, can one attach financial support document as an additional document?

Another thing I noticed is as follows

- Will I need to go in person to give my fingerprints and photograph each time I apply?
If you are submitting an application for a temporary resident visa, study and/or work permit, and you are biometrics required, you only need to give biometrics once every 10 years.
If you are submitting a permanent residence application, and you are biometrics required, you will need to give biometrics each time you apply.

- Once I enrol biometrics, how long will be fingerprints be stored in the database?
As of July 31, 2018, biometrics are valid for ten years. If the applicant enrolled their biometrics in the past, they are valid for ten years from the time of enrolment. Validity of visa or permit cannot exceed the validity of biometrics. Permanent residence applicants will need to give biometrics with each application.

It means we do not need to give biometrics again and again that way we can save money.

Also all their forms and documents are updated in 2018

Any noticed anymore changes?

The CAN+ program has been around since about 5 years for some countries. It is an expedited processing. There are no assurances that a TRV will be granted, but previous travel to the US/Canada could help.

It is advisable to submit evidence of ties to the country of residence + financials even for CAN+

BTW not all applicants are eligible for CAN+. It depends on the passport you hold.

As you had previously applied in 2017, you will need to give your biometrics again when you reapply this time. They will then be valid for 10 years

They just recently added CAN+ to my country of residence.

It clearly states that

means even if you have given the biometrics in the past (before July 31, 2018). They are valid for ten years. So why do I need to give my biometrics again this time?

The biometrics you gave previously are not valid because your previous application was refused.

You need to give biometrics again. This time it would remain valid for 10 years

They never mentioned anywhere that if visa was refused they are not valid and if was approved then they are valid
If I apply again and get refused again will they be valid?

That was the rule until last year i.e. until biometric collection was expanded to include all countries.

Yes, even if you are refused this time.

Have you reapplied? Has IRCC asked you to pay for new biometrics?

It's best to go with the flow. Pay the CAD 85 for new biometrics if IRCC asks for it. It's a small amount to pay instead of fretting :)

Doesn't makes any sense. Anyways I got my answer from another thread here. The guy was also refused in 2017 and he reapplied. They didnt asked for his biometrics.
