It was somewhere in first week of Jan, I had one score as 5.5 rest were all good....so they returned it....

Your case is good as you have resubmitted with eligible score.....

CEC application is assessed against three eligibility requirements, and all three requirements must be met at the time of appliication.
- Temporary resident status
- English or French language proficiency
- Qualifying skilled work experience in Canada

Does your GCMS note say that your eligibility has passed?

No, my GCMS says eligibilty not started yet.

It seems you've become eligible about 2 months after you sent your application. I'm not sure if you can fix it by sending another IELTS result.

you probably need to be in Canada for them to help you out.

Also Chances of rejection are more. VO goes by Pass/Fail and as of January 4, your IELTS was not as per benchmark. Your CEC qualifying period would be from January 4' 2010 to January 4 2013 (past 3 years). You need to meet all requirements within this window only.
You took IELTS second time after January 4' 2013 and hence your IELTS doesnt fall under the CEC window. So VO will reject your application.

Best is:
1. Talk to MP to see if you get any help.
2. Else withdraw and re apply
