Concordia to uottawa.. got visa..Can't attend classes now...Denied deferral...But got admission to uottawa next term. Can u change before enteeent canada

Local agent told that option is only after I enter Canada. Is it true?
How much time will it take for them to update my info on their system?
Will there be any problem at the border, Since the admission I got from first university (with which I got visa) has denied my deferral and I am going there on completely new admission

Yes, you can change it before entering Canada or after entering.
Much easier before entering as border agent will issue you permit based on new university.
Keep new offer letter (unconditional), financial documents ready as they'll determine whether you have access to money to pay tuition and living costs at the new university and you are genuinely admitted to it.

Can I upload the data on mycic about new university now itself in the change schools option? Or it the option only for the students who are in Canada?.
