Change of visitors visa to Student visa within Canada.

Hi All,
My friend is visiting Canada and is presently doing an online course at university of Calgary. She is looking for full time course so that she can change her visitors visa to a student permit.

My question is, Is it possible for her to change her visa status within Canada or she has to go out and apply from outside?

Thanks for your reply. She has a USA visiting visa, can she go to the USA and apply from there?
