Change of Visitor visa to students visa

Dear Friends.

My relative is on a Visitor Visa in Canada and she is currently in Canada.
Can she apply for a Work Permit or Students's Visa staying in Canada ?
Or will she have to leave Canada.
The only question is whether she can apply for extension and change of visa to Students Visa.

Short answer is No, she would have to apply to a Canadian office outside Canada, or at Port of Entry on entry to Canada if she was eligible
