Change of College, DLI and Province before you arrive to Canada

Hi guys!!
I have an approval study permit for Ontario College, but I also have a letter of acceptance for a Manitoba college. I want to go to Manitoba and I need to change of DLI.
Do you know when I change of DLI in the RCCI before o after I arrive to Canada?

if I change DLI after I arrive to Canada, how change my study permit if it is allowed for Ontario?

Change it once you arrived in Canada. It will be easier and smooth then, send a webform to notify them of changes.
