I refer to the press release dated February 6 2014 related to the reforms to the Citizenship Act since 1977. Bill C-24, the Strengthening Canadian Citizenship Act. Noting that once this amendment is passed , applicants will need to be physically present in Canada for a total of four out of their last six years. In addition, they would need to be physically present in Canada for 183 days per year for at least four of those six years.

Further, kindly note that I am a Permanent resident of Canada since 11 may 2013. Therefore, Please clarify if my case falls under this this amendment or not. This changes from 3 out of 4 years to 4 out of 6 years shall be applicable to whom ?

this should be applicable to all who have not applied for citizenship till the bill was passed. thats my take on it
 
We will have clear picture, once this bill is passed and we get full details. Till that time, the things might get changed.

Till now, what I know is that this bill, once passed, will be applied retrospectively and hence, you would be affected by these changes, since you are at initial stages of your PR...

If the bill passes, you will fall under this amendment. It doesn't matter when you became a permanent resident. All that matters is when you submit your application for citizenship. So if the bill passes and you haven't yet submitted your application for citizenship, then you will fall under the amendment.
