i recently changed jobs , i worked for one year as noc-A from june 10-2012 till june 20-2013
last week i changed jobs and now my job is noc-B , My celpip score is 3L 3L 3H 3L, can i apply under CEC

i think if you are on PGWP then there would be no problem because there is no NOC Code on it. the other thing is that its also depends on your employer , is he will allow you to do so? i mean can he give Experience letter for a job which you havn't done ever.
and its kinda misrepresentation but if its makes you eligible , i will do it. Nobody wants to sit for exam again anyway ???

Sorry but no. You have to retake the exam. Since your qualifying skilled work experience falls under NOC A, then you should get a minimum of 4L for each language ability.

"Note: If you have Canadian work experience in both NOC 0/A and B occupations, you must submit language test results that meet the language proficiency requirements for the occupation in which you obtained the majority of your work experience during the three years preceding the date of application." - CEC Guidelines
