Change in processing times site

Hi.

I already got PPR, but my sister applied on a different application and she still hasn't received medical request even after she gave biometrics at the same time as I did back in January.

I've been checking processing times every week on the Canadian website and it usually requested me the following:
1. Application type (temporary residence)
2. Type of temporary residence (study permit from outside Canada)
3. Country

I normally tried different countries to check how processing times were in nearby countries from mine (Honduras), but today I found out there's been a change on the website and now it doesn't asks for the country. Instead, it just ask the two first points and shows this:

Study permit outside Canada
12 weeks ?
Submit a complete application for the fall 2021 semester
If we receive your complete study permit application by May 15, 2021, you’ll get a decision by August 6, 2021, in time to attend the fall semester.
We may not be able to process your application by August 6, 2021, if you’re unable to submit a complete application because of COVID-19 restrictions, such as reduced service at
  • visa application centres (VACs)
  • other providers
If you submit a complete application after May 15, 2021, we will process it as quickly as possible—but you may not get a final decision before the fall semester begins.
Is this supposed to mean every application from every country will get the same processing times?

Yes, they unified the processing times of study permit for all countries. But the question is "does this apply to the already submitted applications?"

Yeah, that's my big doubt now. My sister's application is past beyond the 12 weeks timeline and she hasn't received medicals request yet. Getting kind of worried for her.

Hi! that's my doubt too, I'm very confused right now. I took my Biometrics on February 24, and they have already passed 9 weeks. Well they asked me additional documents on march 29, so i don't know how this works. (I have not received the request for medical exams)

or do they just get the average of all applications, regardless of country of origin?

Normally student visa in Turkey was 2 weeks, then recently they updated as 4 weeks, finally it is 12 weeks now independent of country...I'm on my 11th week and counting...
