change course after arriving In Canada in same or different college?

Hi. I have applied for global business management in Conestoga college. I didn't get admission in mobile solution development course. So I have applied for GBM.
N I heard from someone that I can change the course after orientation. So please suggest me. Can I change or not?? N my fees will transfer or not?? N can I change from 1 year course to 2 years course?

with fees you want to transfer? if school fees, it depends on your school policy regarding refunds.

This is not right. They tell this because they get percentage from the college for each student.

If I want to transfer the course but college authority will allow it only when the seats are available in particular course. Is it right?
