Hi,
My spouse is not too keen on joining me in Canada at least till I have settled there, so I submitted my application as accompanying first, then decided to update it to non-accompanying. I am worried about this being judged as misrepresentation since eventually I do want my spouse to join me in Canada.

My question is - I have not received the ITA yet. If I apply with accompanying spouse, will it matter that I had momentarily changed my application to non-accompanying or does only the final submission matter?

I will recommend you to to add your spouse in the application because eventually your spouse will join you so it is better to have his/her PR so you don't have to reapply once you are settled which can be a lengthy process

Non-accompanying, does not only means she is not coming with you. It means you have to sponsor her, if she ever has to come to Canada as a PR. It's a whole new process and takes about 12 months. If you are going to bring your wife in to Canada, then apply as accompanying. She can come with you for a short stay and go back.
