Hi ,
My friend is engaged to a Canadian PR holder. It has been just 3 months that her fiancé shifted to Canada and has secured a job from past a month.
Now they will get married by feb'20 and she wants to fly with him to Canada.
She has decided to apply for tourist visa Kindly guide if she should just apply as a tourist not disclosing her engaged status?or its better to apply by taking sponsorship from fiance and disclosing her status?
Which one has more chances of visa getting accepted?

What is your friend's purpose to visit Canada and how long will she stay there?

Without declaring she is engaged and if she can prove to the visa officers that her purpose is valid, she has strong ties (job, properties, assets, family) and she is financially capable to travel then let her apply for a tourist visa. Otherwise, better wait for her soon to be husband's sponsorship.

Her purpose is to fly with her husband but not to declare that he is her husband.

Basically she will go with her husband to Canada on tourist visa and then file for spouse PR

I had one more question. What if she declares that she is engaged to the guy and now wants to see him as the marriage is late in 2020?
Will that work?

Please keep in mind that you are obligated to disclose your family information to IRCC when you apply for a visa. In this case, I believe it's beneficial to have the husband on file and engagement is a serious commitmnet in Canadian culture. You don't get married to a stranger overnight if so, the PR application afterwards will have a BIG question mark.
