Chances of Visitor Via for Daugther

PLEASE HELP!!!!
Inquiring on behalf of my friend.He is a PR of Canada, wants to apply for his daughter's visitor visa. His wife is also PR but living in India. Daughter is 3.5yrs old, what are the chances of visitor visa. His son who is 12 years old, was PR but never satisfied the PR requirement and is also living in India.

I don't think any of us here can tell you the chances the TRV will be approved. Note that if the TRV is refused, they should apply for a TRP next.

are they PR still including the father?
do all of them live in India? Have they satisfied PR obligations?
TRV/TRP is a different story and yes CIC can reject the application but you need to state the facts first.
I understand it is for a friend but unless proper information is available nobody will be able to help you.

Father lives in Canada as PR. Mother is PR bit living in India, its her 4 th year straight living in India, hadnt gone to Canada since 2012. Son never satisfied PR obligations. Son and daugther both living in india

if the kids are less than 19 then they can apply on H&C basis claiming circumstances beyond their control as they had to accompany mother.
Mother can attempt to come depending upon reasons of their extended stay outside Canada
father can also file sponsorship application

in short you need services of a dedicated professional as there are too many issues in this case.\
