The answer is yes, because his case is an actual case that might get rejected after the RPRF & medicals for reasons other than admissibility; security and health conditions because simply they ((the immigration officers)) should have checked his application carefully during the processing time to verify everything in his documents precisely before they send him the the medical forms and ask him to pay the RPRF.
Iam not discouraging you but i really believe that immigration officers are unpredictable and you can expect anything from them regardless in which stage your application is.
until you get the visa stamped on your passport, there is no guaranty about anything even if you are in the very last stage.
