I Understand, you know they could have handed the OATH at the test centre, because I have did my test on the 24th October, also OATH letter dated 24th October but they mailed I recieved it in the 28th October. Hope you will get yours very sooner!

I took my test on the 24th and I received my letter for OATH on the 7th November.

Yes if you are taking the citizenship test then you should remember every name, person, and events. Do a lot of sample questions and at least read the book once and try to understand the concepts. Below link is the only sample questions that I worked on, thank GOD I got 20/20...

Check your wife's application status in e-CAS, it may have updated, because in my case e-CAS updated first and after 6 days I received the test invite letter.
