First of congratulation for your husband.
You were sponsoring him and i guess he had all the papers required and had a Canadian wife. Your case will be a home run most of the time. And you also fought tooth and nails to get everything...
For my wife... I am not a resident, she is missing a critical paper @police certificate. Both cic agents told me she won't get a waiver and since other Haitian nationals got it, that makes her application weaker and more likely denied...
Here is the exact word "I will be honest with you, I won't say 0% because it can depend on the agent but it is very likely her application will be closed..." basically she made me understand to expect a denial". I think she repeated three times to expect a denial... Everything was right until they ask Haitian PCC.. She even ask me if she can find someone else in Haiti for her certificate because without it it's dead... I told her she already sent the letter and she told me it is pretty much over now her application will be closed because other haïtien are able to get the pcc
I'll be honest - if your wife isn't willing to put in the work required to submit a complete application, then Canadian residency obviously isn't that important to her. This isn't about fighting for something. She hasn't even done the basics - she hasn't even really tried. I would focus your efforts on submitting the US residency application.

I'll be honest - if your wife isn't willing to put in the work required to submit a complete application, then Canadian residency obviously isn't that important to her. This isn't about fighting for something. She hasn't even done the basics - she hasn't even really tried. I would focus your efforts on submitting the US residency application.
Well believe me I am working hard on the US residency. When I want something, I got get it

I was reading in this thread she's getting citizenship from France soon , it's going to hit her that her case got rejected can you get the pcc at the Haitian consulate. Would guys relocate to France maybe you can apply yourself but I know there is alot of Haitians in Miami or us. We are finish with cic at April 28,2017 after landing are on a work visa
Well, I would rather go to the US to be honest. The French citizenship will allow her to go to Haiti and get the PCC herself for the US. We are dans of the west coast. Miami is on but the Haitian community is more on the poor side of Miami

I am a French citizen but Angola origin. Yes California or Oregon. Miami, the crime is too high since we have a kid we want a safe place. She got her millionaire ante in Oregon.
Did my wife she would have to leave Canada (well, she will be forced to) go to Haiti and get the certificat. Or a short trip to France since we will Ailey for her passport.... I will apply for her passport

Better that way my dad is a us and Canadian citizen pays taxes in both country he was born in St kits but raised in St. Thomas usvi and new york state. He did his university in canadas plus his siblings in canada and he's a retired blueprint engineer for Ford canada. That helps aunt in America

By the way, after leaving Haiti she went to the US on a b1/by visa. US immigration require anyone wishing to obtain a visa to undergo criminal background check... Well that play for her application because the cic can say that if she got the b1 visa then she might have a clean record

This won't in any way help. CIC needs the PCC.

Hello Scylla,
I observed you have responded to a couple of inquiries and thought to hear your opinion about my situation. My spouse and I received an ITA to apply for express entry. We already have everything need, police certificates etc. However just about the time we were about to submit, I received a post doctoral offer sponsored by the SSHRC in a Canadian University starting from October 2017. You cannot be eligible for the program if you are already a Permanent resident of Canada. We were about to submit our application for EE but declined, we decided that I accept the offer and apply for work permit while my spouse applies for open work permit. We hope that once in Canada we can always apply for express entry program or after the post-doc.
However, I have read a couple of threads with open permits for spouses being refused, so I would like to hear your advise on things to consider once we make the application which we intend to do shortly..

No - I don't.

PCCs are a mandatory part of the immigration process. You can't skip this step. You can't substitute another document for the PCC. CIC needs the actual PCC.

Your are bringing lot of help to this thread and I sincerely am grateful for that thanks. And you are right, a cic agent confirmed it... They need the PCC no matter what

Technically it's possible to get approved without a PCC. However it has to be impossible to obtain the PCC. My husband was approved for PR with one PCC missing. He spent a year and a half in Kuwait before the war. All of the records were destroyed in the war and it was therefore impossible to obtain a PCC for that period. We tried for many months to get once - including contacting multiple embassies and consulates. CIC accepted our letter and evidence (all of our communications with the embassies/consulates) - and approved his PR visa.

So it is possible to be approved without one - just don't think it's going to work out for your wife. In her case it is in fact very possible to obtain the PCC - she just can't be bothered to try. I don't understand this lazy approach. Why bother applying for H&C and wasting tax payer dollars if you can't even be bothered to do the required paperwork?

I will be very honest with you, if it was me, I would have gotten the PCC because it is not hard, get your fingerprint fine to the police, get 4 ID photos, your birth certificate and send all this to someone in Haiti. That person will go to the police station give them all of this and they will proceed... 3 days later that person gets the result and send it by DHL to Montreal... All this takes 5 working days... Done.
She listed she have all her family in Haiti and even had her sister to get the certificat de bonne vie et moeurs... So they know she can get it... But when it was for the police, I had the feeling they were not concerned about it. She had her cousin who works to the dcpj (where they proceed the PCC), her cousin told her sister to meet her at the police station... She went there spent all day then called my wife and told her she didn't see her cousin because she was too busy.. And that is it.... From day 1 her family kept telling her she can not get it... That they changed the rules... Seems like they were not to concerned by that or did not want to bother... Even for the certificat de bonne vie et moeurs she had to push her sister to get it... Her sister was like "I can not go get it because I have a baby..." I asked my wife why can't her sister leave her baby with her mom, she lives in her mom's house and her mom is always at home.. It was when my wife told her sister that when she have a residency that she will help nobody that her sister went get the certificat... But for the PCC, they barely tried and my wife did not push...
