That's a dangerous attitude - but it's her life.

That's exactly what I told her.. And if the cic sent her a letter explaining to her how to get the PCC, that means they know it can be done... And they only have to call the Haitian consulate in Montreal if they want to check...

I just called the CIC and well, while it is not that bad, it is not good either...
Here the situations : The person told me that they will investigate her and it could take years... So basically the official processing times no longer apply to her... She said that sometimes it can take up to 15 years because they have to investigate another country...
I asked her if she can be waived and she said there is no waiver for PCC...
Before hanging up I ask her once more if the delay can be a few months up to a year and she said it will definitely take years...
Well... I won't be waiting that long to start moving on with my life... We will move to the USA

Does she already have status in the US (either a green card or citizenship)? If not - you're going to run into the same PCC problem over there.

She will become french citizen in a few months so she could travel back to Haiti to get the PCC. But could not come back to Canada due to the humanitarian immigration

New update :
I called the CIC back to get a confirmation from another agent and this one was a black woman (I guess haitian origin since most black french Canadian are from Haiti) and I explained the situation once again... Well, She said that the problem with haiti police certificate is that other people got it for their application so they know for sure she can get it... She even advised her to try from someone else to get the police certificate... I told her she already sent the letter... She said then in this case there is nothing more she can do and her application will more than likely be rejected... The reason is that since other people were able to provide it, she should too and since she could not, she will more than likely be rejected...
Well, like I said before, our canadian journey ends there.... now time to move somewhere else

She does care but she is not the kind of person to fight for something... She is the too religious type, like God will do everything and I just need to wait... Guess that's why Haiti is going nowhere.... They are all like good will do for us...

What is the basis of her H&C app? What is your status is Canada?

I was on a visitor visa when she applied for H&C and she was on a derivative visa. Now I am on temporary work permit. And she is on implicite status
That's not the basis of an H&C claim. That describes her status at the time she applied for H&C.

Canuck-in-uk is asking what the basis of her H&C claim was - meaning what are the life circumstances that she is using in order to qualify for H&C.

Your case is different and better.
First of congratulation for your husband.
You were sponsoring him and i guess he had all the papers required and had a Canadian wife. Your case will be a home run most of the time. And you also fought tooth and nails to get everything...
For my wife... I am not a resident, she is missing a critical paper @police certificate. Both cic agents told me she won't get a waiver and since other Haitian nationals got it, that makes her application weaker and more likely denied...
Here is the exact word "I will be honest with you, I won't say 0% because it can depend on the agent but it is very likely her application will be closed..." basically she made me understand to expect a denial". I think she repeated three times to expect a denial... Everything was right until they ask Haitian PCC.. She even ask me if she can find someone else in Haiti for her certificate because without it it's dead... I told her she already sent the letter and she told me it is pretty much over now her application will be closed because other haïtien are able to get the pcc

I was reading in this thread she's getting citizenship from France soon , it's going to hit her that her case got rejected can you get the pcc at the Haitian consulate. Would guys relocate to France maybe you can apply yourself but I know there is alot of Haitians in Miami or us. We are finish with cic at April 28,2017 after landing are on a work visa
