I called the CIC back to get a confirmation from another agent and this one was a black woman (I guess haitian origin since most black french Canadian are from Haiti) and I explained the situation once again... Well, She said that the problem with haiti police certificate is that other people got it for their application so they know for sure she can get it... She even advised her to try from someone else to get the police certificate... I told her she already sent the letter... She said then in this case there is nothing more she can do and her application will more than likely be rejected... The reason is that since other people were able to provide it, she should too and since she could not, she will more than likely be rejected...

Would guys relocate to France maybe you can apply yourself but I know there is alot of Haitians in Miami or us. For my wife... I am not a resident, she is missing a critical paper @police certificate. Both cic agents told me she won't get a waiver and since other Haitian nationals got it, that makes her application weaker and more likely denied...
Here is the exact word "I will be honest with you, I won't say 0% because it can depend on the agent but it is very likely her application will be closed..." basically she made me understand to expect a denial". I think she repeated three times to expect a denial... Everything was right until they ask Haitian PCC.. She even ask me if she can find someone else in Haiti for her certificate because without it it's dead... I told her she already sent the letter and she told me it is pretty much over now her application will be closed because other haïtien are able to get the pcc
