Chances of getting job as php developer

Hi

I am a php developer with 7 years of experience. My husband want to study for phd program. He got 730 in gmat. We don't have enough finance to complete degree without scholarship. But he can study if i am able to get a job. But my concern is am i able to get a job in canada or america. what is probability of getting job and how long does it take to get a job there. In canada we would have open work permit but problem is getting good job. I don't either canada is best or america. Am i able to get job in 3 to 4 months
