chances of getting for score 400

can any one answer me how good i am to proceed with score 400?.
I heard of province nomination but how long it will take to get my profile nominated?

If you're eligible for a nomination it could take anywhere up to 3-4 months to get it. Mine took around a month, but gathering the required documents to apply for it took 7 or so months. The best thing to do is find out if you qualify for any of the PNPs and start gathering what you need. IELTS, ECAs, PPCs, etc.

It's not good enough for an ITA. What is your IELTS score? What education do you have? If you want to be guaranteed an ITA then you should aim for 440 points as a minimum.

I got mine from ontario within a week. My score was 440

Even if you qualify for PNP it takes quite sometime to get PR post PNP. So my suggestion would be try to score 8777 LRWS in your IELTS which will increase your points to the maximum.
