19 year oldThere have been approved case with proof they had been called up for military service. Without proof that you had been drafted it will be much more difficult. Given that men are primary drafted proof that a woman needs asylum will be even more difficult. Had the woman been in the Russian military before? Do they have family in Canada? How old are they? What type of skills and education do they have? If they have skills needed in Canada trying to get a WP may be a better option.
