You might want a consultation from lawyer who had similar cases. It should be personal , police, medical reports and etc You tried to reallocate within country. Conscription is not the reason, I would think

No. You say chance of being conscripted so she is not sure. Women serve in the military. So now she is claiming LGBT.
Prior persecution is not a “must” of refugees , possible persecution is ,however will help the case !
There have been approved case with proof they had been called up for military service. Without proof that you had been drafted it will be much more difficult. Given that men are primary drafted proof that a woman needs asylum will be even more difficult. Had the woman been in the Russian military before? Do they have family in Canada? How old are they? What type of skills and education do they have? If they have skills needed in Canada trying to get a WP may be a better option.

Want to clarify that most of the case is being pushed towards political reasons not supporting the Putin regime as well. Not just conscription

You can try to file refugee application if you and lawyer think that you have good chances.
But typically you need to be prosecuted by Russian government, that they tried to kill you and you tried to reallocate within country and you find no support. As previously mentioned above, military service is not the reason.
Police report, medical reports will be documents you need to prove. Maybe you participated in any strikes, riots, you have direct threats in social media and etc
For the above you will ideally want to provide evidence that shows you were/are actively involved in protests of some kind in Russia or public online activity protesting the war that has put you in danger personally. Also evidence of any arrests / police detentions related to this if applicable - or threats of that.
For conscription, you would ideally want to have already received the conscription notice (i.e. show the threat of conscription has become real). Extremely few women have been conscripted to date so this probably doesn't apply to you however you would want to show this threat is real even if it hasn't happened yet. The very few who have been conscripted typically have had some sort of speciality or skill that is in demand on the front (e.g. doctor). If you have such a specialty, that could certainly help you make the case.

Unfortunately many lawyers make promises to secure your business and some are more honest than others. This is especially the case if lawyers almost guarantee acceptance which doesn’t seem to be the case. It ie very hard to predict how IRCC will consider many asylum cases from Russia except in situation where there has been proof of conscription so there is a guarantee that a person would be required to join the army or proof that a person has been very involved in the opposition movement like previous arrests, being a recognizable name in the opposition, having proof that you have been identified as an opposition member by the Putin regime, etc. Have you consulted a few lawyers and do they all have the same consensus? What kind of proof does this person have of being part of the anti-Putin opposition? Have they been arrested before? Proof of being investigated or received warnings from the police? Proof of participation in anti-Putin protests especially in cases where their face is visible? It doesn’t sound like this woman has much of a case in terms of conscription the claim would be based on being at risk because they are part of the anti-Putin opposition. Most countries that have sided with Ukraine have made it quite hard for Russians to claim asylum. You need very specific evidence like proof of conscription notice or proof that you have been actively involved in the anti-Putin movement in most cases. Was there an event that lead to having to leave the country like an arrest record since you specified that they had to leave Russia? Do they have family in Canada? How long have they been in Canada and how did they get to Canada since there are flight restrictions? Have they spent time in another safe country before coming to Canada? Do they have parents and other extended family still in Russia? Have the parents been receiving visits from the police if they are still in Russia? Does the woman have any other citizenships or qualifies for any other citizenships?
